Abstract

In recent years, primary school classrooms have increasingly acquired a multi-level and diverse nature due to the expansion of educational coverage, the diversity of families’ socio-cultural backgrounds, individual differences in students’ cognitive and emotional abilities, and the heterogeneity of their academic readiness levels. Under such conditions, the use of uniform, teacher-centered instructional methods not only fails to meet the diverse needs of learners but may also lead to decreased motivation, lower academic achievement, the formation of feelings of failure, and the deepening of educational inequalities. Therefore, multi-level classroom management, as a flexible, student-centered approach grounded in attention to individual differences, has gained a prominent position in the field of education. This study aims to explain the concept and components of multi-level classroom management, examine its theoretical foundations, and analyze the role of this approach in achieving educational justice and improving the quality of learning for elementary school students. The research method is descriptive-analytical, and data were collected through the study of reliable scientific sources, educational documents, and the analysis of field experiences. The results show that the use of strategies such as differentiated teaching, cooperative learning, flexible grouping, learning stations, descriptive assessment, and dynamic time management can provide the basis for the active participation of all students and facilitate their cognitive, social, and emotional growth. Also, this approach is considered an effective step towards achieving educational justice by reducing learning gaps and increasing the sense of worth.
